Through BOCES, local school districts provide programs geared to their specific needs, as well as access to expertise and materials. As an extension of local school districts, the BOCES may carry out those directives for service and program expansion authorized by participating school districts. In rural areas, Child Find may be found in BOCES.

According to the Colorado Association of BOCES, BOCES exists to supply specialized, but necessary educational services to two or more school districts which alone cannot afford the service or they find it advantageous to share the cost with other school districts through the BOCES organization. These services represent a financial commitment which is best met by several school districts sharing costs.

There is a wide range of services BOCES may offer such as Special Education, Curriculum/Staff Development, Human Resource Support, Migrant Education, Fiscal Operations, Accountability Assistance, Federal Programs, Standards and Assessment Support, Distance Education, Cooperative Purchasing, Computer Software Applications and Recruiting Coordination.
